Washington, DC, September 27, 2001 - Each year
the National Council for Public-Private Partnerships (NCPPP) recognizes
companies and organizations that have successfully completed a public-private
partnership. This prestigious award recognizes innovations in the field
of public-private partnerships, as well as the effort put forth by both
partnership members and the end result.
The Award Committee consisted of Ken Butler (CAPITAL PARTNERSHIPS,
Inc.), Edward DeBee (DeBee Gilchrist & Lidia), Robert Hebert (ECO
Resources, Inc.), David Seader (David Seader Associates), Steven Savas
(Baruch College/CUNY) and John Stainback (LCOR, Inc.). The Committee
met on September 13 to discuss the nominations and determine the winners.
The 2001 NCPPP Project Award recipients are:

ECO Resources, Inc. and El Paso County Water Authority
for El Paso County Water Treatment Services: This partnership includes
the public-sector, real estate developers, legal and financial advisors
and the water services company. Through a combination of new technologies
and creative financing, a community of 16,000 has been able to substantially
improve both the quality and quantity of their water.

LCOR Incorporated, District of Columbia Public
Schools and 21st Century School Fund for James F. Oyster Bilingual
Elementary School: Through the use of private-sector financing and
innovative use of excess real property of the City, this partnership
provided the first new public school for the District of Columbia
in over two decades at no cost to taxpayers.

Operations Management International, Inc. and City
of Grants, NM for Grants, NM Parks Maintenance: By extending the use
of private-sector management systems designed for water and wastewater
operations to the community's park operations, the quality of the
park facilities was substantially improved without any additional
costs to the City.

Andersen, LLP and the Real Estate Assessment Center,
Department of Housing and Urban Development for Single Family Appraisal
Quality Assessment Subsystem: Through the utilization of an improved
e-government platform and the professional appraisal and management
skills of the private-sector partner, this program was able to dramatically
increase the programs effectiveness and coverage, while improving
internal management controls and reducing costs.

USFilter Operating Services, Inc. and City of Oklahoma
City for Oklahoma City, OKLA Wastewater Treatment Partnership: This
enduring partnership has been ongoing for over 16 years, providing
innovative approaches to biosolids reuse, treatment of commercial
effluents and improved overall environmental compliance, with an annual
savings of $3,000,000 to the City. This is also one of the largest
partnerships in operation with an operating capacity of over 100 MGD.
In addition to the Project Award, the Council will be presenting three
Leadership Awards to individuals that have proven influential in public-private
partnership ventures. The recipients are:
