Savas "Steve Savas is one of the country's leading proponents
of privatization as a means not only to reduce the size and cost of government
but also to improve the competition and efficient delivery of public services.
As he demonstrated throughout his career, the issue of privatization of
certain public services is not about public versus private, but rather
about monopoly versus competition," Mayor Rudolph Giuliani.
"Privatization and Public-Private Partnerships cements Savas' position as one of the nation's most lively students of privatization. He not only makes the case about what privatization is and where it's most likely to work, but also the new strategies that have developed over the past decade. Any careful observer of these issues will have to think through the implications of this engaging book," Donald F. Kettl, University of Wisconsin-Madison This book includes the expert view of privatization covering The Background of Privatization, The Theory of Privatization, The Practice of Privatization including Why and How to Privatize, The Results of Privatization, Obstacles of Privatization, and more. Privatization of Water Services in the United States: An Assessment of Issues and Experience by Committee on Privatization of Water Services in the United States, Water Science and Technology Board, National Research Council From the Publisher: In the quest to reduce costs and
improve the efficiency of water and wastewater services, many communities
in the United States are exploring the potential advantages of privatization
of those services. Unlike other utility services, local governments have
generally assumed responsibility for providing water services. Privatization
of such services can include the outright sale of system assets, or various
forms of public-private partnerships-from the simple provision of supplies
and services, to private design construction and operation of treatment
plants and distribution systems. Many factors are contributing to the
growing interest in the privatization of water services. Higher operating
costs, more stringent federal water quality and waste effluent standards,
greater customer demands for quality and reliability, and an aging water
delivery and wastewater collection and treatment infrastructure are all
challenging municipalities that may be short of funds or technical capabilities.
For municipalities with limited capacities to meet these challenges, privatization
can be a viable alternative.
Privatization of Water Services evaluates the fiscal and policy implications of privatization, scenarios in which privatization works best, and the efficiencies that may be gained by contracting with private water utilities. Published by National Academy Press 120 pages (approximate), 6 x 9, 2002. Hardcover; 134 pages Member: $37.95 21st Century Highways: Innovative Solutions to America's Transportation Needs Edited by Wendell Cox, Alan Pisarski, and Ronald Utt 21st Century Highways views the worsening road congestion
as one of the chief deficiencies of the existing highway programs and
argues that diminished mobility is contributing to a loss of economic
vitality. Having acknowledged the problem, ordinary citizens and policymakers
at the federal, state, and local levels must now decide what to do about
these troublesome trends. Do we get rid of the federal program, substantially
reform it, or simply let it run its course and seek other mechanisms and
institutions to fill the void caused by an increasingly distracted federal
program that still commands extraordinary resources?
